DAVID GUYATT FOI REQUEST TO CIA REGARDING PROJECT HAMMER was denied
It took the CIA over six months to respond to a Freedom of Information Act (FOIA) request seeking information on Project Hammer and Jacobe (program). The request was denied under exemptions (b)(1) and (b)(3) of the FOI Act. Section (b)(1) of the Act applies to material that is “properly classified pursuant to an Executive order in the interest of national defence or foreign policy,” and exemption (b)(3) applies to the CIA Director’s statutory obligation to “protect from disclosure intelligence sources and methods, as well as organization, functions, names, official titles, salaries or numbers of personnel employed by the Agency.”

David Guyatt is married with three children.
Guyatt had a twenty eight year career in investment banking (Member AIBD) based in the City of London. His last position was Associate Director & Treasurer of the Forfaiting division of a major international bank.
After retirement, he has developed as a researcher into a range of subjects.

David has prepared background papers on Anti Personnel Electromagnetic Weapons for the International Committee of the Red Cross (ICRC) following an invitation to speak on the subject at their 1996 international symposium in Montreaux, Switzerland. He was a contributing member of ICRCs SIrUS Project that sought to define criteria for judging Abhorrent Weapons. He assisted Swiss TV in their documentary programme on Non Lethal Weapons broadcast in early 1997. He has also written a number of feature articles that are available for free download on this website.

Guyatt has written for the World Development Movement on the financing of international arms deals. His website states that he assisted production of a two-part World In Action TV documentary on the British export of weapons to Indonesia broadcast in April 1997. This is probably a reference to Making a Killing & Profit Before Principle, which was broadcast in June 1997, though no Guyatt credit is visible on WWW.
David spent eight years investigating Yamashita’s Gold – the gold and other treasures suspected to have been secreted by the Axis powers during WWII. His electronic manuscript The Secret Gold Treaty  reveals many hitherto secrets that have surrounded this fifty-year-old enigma. He has also published a companion volume called The Project Hammer File,  and has followed up with Project Hammer Reloaded.  He continues to work on follow-up investigations of these and related matters.
He registered Deep Black Lies in July 2000.
